Uhm no...not a lockout...what it is, is you are feeding flower nutes and they are not very high in Nitrogen, you need to get a nutrient that is on an even keel like 10-10-10 and even a little more N like 14-10-10 is what I use in veg...add a tablespoon of Epsom salt to a gallon of 1/2 strength...
