It’s not root bound I have peaked at roots

How would you unlock it, it’s a mix of fox farm, potting soil, compost, manure

What should I take as a step to fix it? At first I thought it was magnesium or phosphorus deficiency but I looked at the ingredients in the mills and they are super high in phosphorus and cal mag so I don’t think that’s the problem anymore
