I think it looks good, but I would definitely maximize your flowering area. How many mothers do you plant to keep? How many girls in flower? That would help better to see how well you can make it fit. For sure wanna see you get the max out of your space so plan plan plan, looks good so far.

Why not just split it into 2 sections, just one shelf in the middle? The plants weeks 1-4 on top and the 5-8 on the bottom. If you are using CFL's you can adjust each light individually, so you can keep the lights close to all plants, even if the heights are slightly different. Just a thought...

You are not changing the mass of the bag by crumbling it or folding it. As stated the stretched out bag may weigh less because most scales are not big enough to fit a bag laying on its side. If you have a scale with a big enough measuring surface then yes you can see it, same same.
