Yeah, throwing out the incandescent and replacing it with 2 or 3 more cfl 23 watters will give much better results. I would make sure you get 2700 K cfl's since you are pretty much ready to start flowering. I think 2700 K are called soft white, but i could be wrong. And if they're 29 days...

You may want to take a second opinion but i think incandescent lights are pretty much 90 percent pointless. and while vegging with 18/6 light i think it's best to have 6500K (or 'daylight') CFLs, how ever it's still possible to veg without 65k's How old are the plants?
