You don't need to worry about light leaking in to the grow room until you start flowering. then, you must have pure darkness. plants can be veg'd with 24 hours of light if you want. Clones are incubated with 24 hours of light by many.

That setup would work quite well for incubating clones and seedlings and maybe some light vegetative growth. As for flowering, that much humidity is not reccomended... Too much humidity in flower can cause bud rot.

I would say nix on the plastic housing... that sounds like a fire hazard to me. I debated on a 70 watt for my grow box, then decided to get a 150 watt and now I am glad I made that decision.
