if at all possible i would look for something in the 1300-1800 block of broadway its the heart of town (safe) and close to everything
school is on 1700 block. if you got 2 others then rent on broadway is definitely feasible

if other people also agree with what now seems to be the obvious diagnosis i would dump the plants and seriouslt clean down the grow area bleach and water sterlize everthing.

i would go with the bigger light put a couple more plants in and place the light higher
i would only get the bigger light so that I could expand in the future.
if it was an Fe (iron) def than you would just dose it based on the specific supplement directions.
