If youre on a budget get cfl lights (Compact Fluorescent lights) use a 2700k to 2000kelvin for flowering and around 6500k for flowering a cheap 150 watt hps costs around 70 dollars of line so i would go with the cfls. Hmmm i cant really help you out with soil cause i use hydroponic. Smell well...

Dump the water. Before that get some buckets fill it with tap water and let it sit there so the chlorine can evaporate and use that water.

Question are they all female or are you guessing that they are? if they are all female than that depends on lights nutes room temperature and so on. But if they are all females around 10 oz to maybe 20 oz depending on strain and so on. If you don't know the seeds are female or male you will...
