    I still recommend getting bigger CFLs on those plants. I know you want to do a trial run, but you would see better results from the cool white spectrum and from bigger bulbs.     I just swapped a different temp/humidity monitor into the basement and it read 68 degrees and 46% humidity which sounds a lot more accurate. So that is where I will do my drying at.

    Get yourself some more CFL's and get them close to the plants. I use flood light CFL lights and I think they are better to actually aim the light down so that it isn't wasted going in every which direction. The better lights you have the better growth you'll see.
