Are you growing autoflower?
Plants in veg will show pistils (hairs) once they are mature.
I'm not sure the stage of your plants. Color of light will not change the plant's stage of growth. The hours of light will be the deciding factor in that.

A spoonful is too much of anything for a seedling. You might want to get a nutrient designed for cannabis and follow the directions, start with half the recommended dose.

It looks like nutrient solution was dried on the leaves or it is powdery mildew.
If the soil isn't too hot for the seedlings the burnt tips could be mechanical damage from the fans.
