1 Huge Plant Doesn't Seem to Really Bud?.. flowering

So I have a number of plants in a room and the majority are getting that "dense" look going on, some of them are so frosty it's ridiculous... But this one plant, probably the biggest plant in the room, refuses to really take on that strong budding look. It has hairs sticking out and that but doesn't look like it's in strong flower mode. It's day 60 or so. What gives??
