1 month cloned AK's only 5 inches

I have two little girls that have not been growing like I anticipated. I have them on an 18X6. The lights are two T-5 grow lights on the sides and a set of 40W cool blue above, florescent. Like above mentioned they are a little over a month old, they are both Ak's and were about 2 and a half inch clones. They are in seperate one gallon buckets and are watered every other day with nutes, and sprayed twice daily by bottle. The question I have is should they be bigger? And is there anything you guys think Im doing wrong? Any help would be greatly appreciated!

they won't grow fast under T5 bulbs the only way you can get a faster growth is if the lights are realy close to the plants just move the lights up so that they will grow taller

The T5's are on each side, I have some younger clones on top, on a heat pad with a set of cool blue lights above them. What do you think should i revamp the setup, turn on my co2 yet or what?

for the plants on the bottom I would take the T5 bulbs and have them above the plants becuse then they will grow taller , if you have them on the side they won't want to grow taller because the light sorce isn't above them and its beside them. remember , plants grow twords the light sorce. and Co2 is for flowering only. What is the tempature in your grow area?
