100$ How To Set It Up?

I am getting ready to grow 3 autoflowering pineapple express seeds. The seeds will run me around 50$ US from Attitude. I can cut corners on some of the cost because I already have a bunch of different size pots (1-5gal) in my garage. I also have soil and a full size rotating fan that I can adjust the height of. I just need nutes and a light source. It's a stealth operation so I have a vacant cabinet that's about 3 feet high to grow in. I was considering getting some cfl's but wouldn't I also need a ballast that would have to be rigged in the cabinet?

I live in northern california so I've also considered growing outside because it's still sunny here even in Winter. I also have access to some medical marijuana clones (I have a club card) for about 15$ a plant. I just wanted the autoflowering one's because they're short and grow extremely fast.

cfl's don't need any ballast - they are built into the base.
I would recommend getting a HPS/MH light - nor cal area you should be able to pickup some used equipment for cheap at hydro stores/craigslist and such.
You can grow (and I have grown) under CFL but it is slower and usually gets airy buds.
I would not recommend outside - the temps would be too low.
