Would my 1000wat light be to much light for a 2x4x7 area or should I go with a 400wat light and its air cooled

Yes it would be over kill for the square feet you have.
@2000 lumens ft/2 minimum plant growth.
@5000 lumens ft/2 average plant growth.
@8000 lumens ft/2 vigorous plant growth.

1000w 8 ft/2 @15000 lumens ft/2
600w 8 ft/2 @9375 lumens ft/2
400w 8 ft/2 @6250 lumens ft/2

depending if the bulb is mh or HPS the lumens will change I used a average to calculate the lumens for your area.

Plants have a photosynthetic capacity. Over that capacity the light is heat energy in the leaves. The plant has to increase transpiration to keep the leaves cool. You can see the reaction the leaves have to, to much light. The leaves fold up at the mid rib to decrease the surface area to the leaf.

The area I have to work with would be, what? 400wat max.

This will help you decide what to use.

Inverse Square Law: E = 1/r^2
Energy dissipates with distance squared, so the energy seen by the plants will be different further away the light is. See below for the Lumen depreciation due to distance.

Distance Loss = 1 / 4*PI*R^2 This is the light lost due to distance from bulb
