1st grow help

Hey,
Ive been growing for about 3 weeks now and progress is moving along very slowly. Im growing in a 3 foot tall 2 feet deep 3 ft wide tent. Its meant for hanging clothes in but i cut it down to make it fit in my grow spot. The temp is usually around 75 durring the day with about 40- 50 humidity but being april in Maine the temp might drop some during the 4 hours of darkness.
I have two 27 watt CFL's on each of my plants, I only have 2 plants at the moment but others are sprouting. The 8 little sprouts have two 17 watt CFLs on them.
There is a fan that i have on them and it runs for the time when im home ( 4 hours a day). I only run it those times because its fairly loud and i need to get a smaller/ quieter one.
The two larger plants them selves are currently in ceramic pots that are about 1.5 liters in size. They have been growing unimaginably slow. while they were sprouting i had them in an insulated cooler (its in my attic and i wanted them to stay warm at night) with one 14 watt CFL, thats the reason they are stretched. Once they had there embryotic leaves they were probally 2 inches high and i put them into my large chamber. now 11 days later they have only grown a tiny amount.
Currently they are about 3 inches tall and on the first layer of leaves the leaves are about 1 inch each. The second pair of leaves is jsut starting to come out and are probally 1/2 an inch each. The soil ive been using is scotts potting soil with 30% vermiculite and 10% sand. I have been looking at other peoples grows and they seem to be going much much faster than mine. what am i doing wrong????

what spectrum are the CFLs? if they're reddish/orange then they're not giving your plants the light they need for veg growth. you want blue (6500k) spectrum CFLs. also, how close are your lights to the plants? they should be within 2-3 inches because CFL light isn't very penetrative.

ok ill get them soon.
I transplanted them about 3 days ago into the ceramic pots could it be because they need to get used to their new pots, and i havent seen any fast growth because before this they were under a 17 watt?

I figured out the problem. I had a y socket with 2 bulbs on it and my little plant was going between the y socket and the bulbs so only the sides of the plant were getting light. i fixed it and they are speeding right up
