1st time grower, advice

This is my first trying growing and I am looking for help. I purchased a few seeds of White Widow. The larger of the two plants is at 16 days and the smaller of the two appears to have been stunted as it sprouted a few days after the first and is half it's size. Right now I am only growing with CFL's and plan to continue growing using these. I have 1 105w 6900 lumen bulb, 3 18w 1100 lumen bulbs, and two fluorescent tubes that I think are too far away from the plant to actually be helping. My plan is to transplant them into two separate pots and grow using soil. I had originally planned to grow hydroponically but I have since realized that because the temperature will be dropping to sub-freezing temperatures shortly and because the location of my grow room is below my house that this is not feasible. Please correct me if I'm wrong but is the temperature of the water for growing hazardous to the plant's health if it gets too cold? Anyway I was wondering if anyone had any advice about growing with soil or just any ideas in general to help me with this project I would greatly appreciate it. Here are some pics of the ladies. You can see some nute burn. This had just showed up in the last 24hours. Also, how much should I be watering the two plants right now? Sorry for the crummy pictue quality but it's all i've got.

well first of all never grow 2 palnts in the same pot especially white widow. 1 thought could be that both ur plants are fighting for the same nutrients which explains why 1 plant is signifficantly bigger than ur other plant...repot as soon as possible and use a much bigger pot also make sure u dont overwater them and make sure that u arent using str8 tap water...fill a gallon jug with water and let it sit out overnight...also with all those lights that u have, u could have stale air in a room that is prolly between 85-95 degrees u need a fan to circluate the air... but your main concern right now is to put the plants in there own pots and it will be extremely difficult to do this seeing how u used ceramic pots to start ur grow...when u transplant u may put 1 or both of ur plants into shock because the roots are intangled together (the bigger plant is taking the smaller plants food water etc) hope this helps u out a little
