how many plants? 1-2 plants I would say yes but your growth will be incredibly slow. Get some cfls with at least 50 watts or something.

I'm using a 23w CFL the whole way through; straight to 12/12 from clone that is. It's been a month already. Link's in my sig.

Yeah for a few plants it should be alright for up to 3 weeks. Just make sure they are withink 2 inches and as close as 1/2 inch. Just add more light as the plant needs it.
