20 days later, no $#@*! roots! (sorry no pics for now)

I've been growing some Fire clones in my closet for at least a month now in veg. So far no problem with those plants, but I wanted to clone the clones and that's been a no-go. I can't post pics now but I can give a good description. Basically, 20 days ago I took the cuttings during a pruning session and dipped the ends in rooting powder. Then put them in a 50/50 mix of perlite/vermiculite and put clear plastic drinking cups over them for humidity. The containers are styrofoam cups. Lighting comes from two cfls that I leave burning around the clock.

I've cloned dozens of plants in the past using this exact same technique. I usually got at least an 80-90% success rate, and the plants have usually started rooting after 10-14 days. But today I checked the two healthiest-looking cuts and they had ZERO rooting. The other cuttings look pretty chlorotic (pale green or yellow) and sickly, with leaves wilting or falling off. I don't have any idea what I'm doing wrong.

Any ideas highly appreciated.
 
Since everything seems to be the same Id wonder if the temps are different. I can't clone in my garage year round cuz of temps so thats about the only guess I have. I've also never heard of cloning in perlite/verm but if you've done it before and happy with it then hey run with it.

Temp could be a factor. It gets a little chilly at night here. Thanks.
