240 volt to 120 volt adapters?

Ohm's law. Voltage = current x resistance.

You'll suffer noticeable voltage drop after 200 foot of extension cord!

Way too long unless its very heavy gauge. 20 amp lead?
 
By looking at how the fuses are in the breaker panel, one 240v outlet has 2-100 amp breakers. The other 240v outlet goes to dual 60 amp breakers. So I think this should be capable of plenty of power if I run 2 heavy guage extension cords with 2-120v outlets on the end of each. I might be over estimating the distance if I get creative with how I run the cords. Could be only 100 ft. If I ran romex/permanent hookup to breaker panel wouldn't I have the distance issue to worry about regardless of the wiring solution?

It's amazing how the internet can be so helpful in cases like this. With all of your suggestions I think I might have found a good solution until I pay someone to rewire the system for me.

220/240 is more efficient for most ballast and LED drivers. But the difference is 1-2%.

watt= volts x amps

@240V
1000W= 240x amps
Amps= 4.16a

@120
1000W= 120 x amps
Amps= 8.333amps

in both cases 1000W were used and electrical companies charge by the kilowatt hour not by the amps. The only benefit you get is that lights run slightly more efficient on 240V and that you can run smaller wiring at 240V because of running half the amps.
I run both 240v and 120v it’s nice to have options from one room to the next.
 
My veg room is all 120V.

my Flower room is 220V for all lights. And 120V for fans and dehumidifier. 120 and 220 alternating outlets. All the 220 outlets are switched from a relay for timing.

The lights run off the 240 the appliances A/C,dehumidifier,chiller,pumps all on banks of 120 actually need to add a breaker or two this week and another bank of 3 or six plugs for cloning equipment. So far just running one room running hoping to get a second one up soon.

sorry about the messy photos…. Your electrical looks nice btw!!! Obviously on point. I’ve still got work to do with this space, as this is only my second run in this room.
