Go to the hydro store or better yet order online, most hydro stores use discreet packaging. This way you dont have to lug your shit in past the nosy neighbors. If anyone asks its early christmas shopping online. Anyways get a carbon filter and an appropriate fan. look online at any hydro stores offerings and you can see what they look like. Get a grow tent also to keep the noise down and to mount the fan inside which will kill most of the noise from the fan also. Get a speed reducer for the fan which will quiet further. Get a small tent for vegging the plants seperately also. Good luck.

i am in an apt and i got a 2'x1.5'x3' tent for $80 shipped i its not descreet or anything but no one goes in my closet so it doesnt matter. if you only wanted one grow spot/tent/cab you could do 12/12 and have perpetual or just vegg it out and then flower with harvests every 3 months or something. with a carbon filter and negative pressure smell shouldnt be a problem.
