2nd Time Around, New Questions

I just finished my first growth cycle. I have included a pic of the biggest nug/s i got. my plants last time stretched WAY too much, i assume because they were straining for light. so i am planning on setting up my CFLs with coke can reflectors as shown in a pic below as well, these to be placed around 1 in. from the canopy. My biggest goal this time is to increase yield, by making the buds more dense (by getting better lights for flowering) but most importantly by keeping the plants MUCH shorter. I have below a picture of where im growing, the shelf in the middle of the picture is where it is my goal to grow these ladies for the duration of their veg. growth stage. The red lines on this picture indicate the shelf, and the green is about the max height desired. I also included a pic of how im germinating, in the humidity dome.

Basically I want to know the following:
-most importantly, how can I keep the plants below 2 or 3 feet (i want a short stocky plant)?
-what is everyone's opinion on the best use of space on the shelf shown in the pic?

Hey, It appears no one is answering this post after nearly a week, so i will take a stab at it.
I see in your pics that you have some really nice store bought reflectors, or at least one. (8 inch is $7 and 10 inch is $11 at Home Depot or Lowes) I also see lights with NO reflectors and I see that home made coke can reflector. My experience has been that STRETCHING is encouraged by weak lights or lights too far away. When i want short bushy plants, i put my strongest lights very close, like 2 inches away. When I want taller plants, I place my lights up higher and further away from the plant top.
Your lights with NO reflectors and the light with the coke can reflector is going to encourage STRETCHING. Your large reflector, placed close to the tops, like 2 or 3 inches up, will grow the plant bushier and shorter. The store bought reflector still allows light to emit (and be reflected) from the end and from all sides of the bulb. That coke can BLOCKS more light than it emits or reflects, in my humble opinion.
