What kind of product do you have? bag seeds? clones?
No matter what you do, you should have some reflection, even if you just get printer paper and stick that to the walls.
Also its advisable to get a fan (even an old computer fan) and have the fan blowing over the plants (but you don't want it to blow too strongly, I think) the fan is to provide natural wind, which basically will make the stem of the plants thicker, stronger and the plant will be better.
13 wat cfl`s are probably gonna be way too weak.
Also, Id advise you to spend as much time looking at what lights are available to you instead of just buying whatever you see first. Especially considering that you are on a budget. Because not all shops have the same products, and some shops have higher prices than others, even though they say that their prices are the lowest.
If you give us your location (country only) Im sure we can help you figure out what might be the best lighting for you to get in your country. But you don't have to tell, its fine.
You COULD get CFLs.. but you could also try "2d 4pin" energy saving lamps. You can get one that has 55w, 3000 lumens and Im not sure about the colour, but I'm positive that you will be able to find the right colours to match both your plants vegetative and flowering stages. and these lights are kinda cheap.
Ideally you will need at least two of them, (that depends on how many plants you have and how you position them) Its my opinion that plants are perfectly capable of sharing light from a single lamp

therefore if you have just two plants, you will probably be ok to have only enough lights for one plant but for both plants. (Im a newb though, so I don't actually know. That's just what I imagine)
Anyway, when using these sorts of lights cfl`s and 2d 4pin lamps, they must always be very close to the plants. about 2 or 3 inches away I think.
Also, there may be some assembly involved with the 2d lamps, in which case you'd need to figure out how to assemble it. Its not very hard though.
I just did a google search and these guys seem to reckon that the 2d 4pin lamps are fine.

IMO they are
probably better at distributing more light efficiently, unlike CFL`s where half of the light is being blocked by the bulb it self!
