Different plants have different characteristics. To be very general, indicas have a tendancy to stay shorter and stockier while sativas usually grow taller and stretchier.

Instead of focusing on how tall the plant is, a better indicator of its health is how many nodes it has. If you haven't topped it at all, I'd say that a plant after 4 weeks of veg should have at least 8 nodes, hopefully more. But if you've been vegging for 4 weeks and don't see 4 separate sets of nodes, something is hindering your plants growth.

nodes are sets of leaves
most leaves grow two straight across from each other which is considered a node

Here's a shot of approx 3+ weeks veg vs. after it started flowering, just to show size capabilities.

(you can even tell when I let the lights get too far away where it stretched in the middle.)

I grow indicas myself & while they do stay shorter than sativas, I think 6" is way short to be at during week 4 if you haven't had any problems on the way with your grow or still have them.. At the end of my 4 weeks veg im always pushing 16" I veg 1 girl at a time with a 150 watt hps from within 8inches of the top. My girls don't stretch at all during veg!! I'm going to assume you are using soil. is it well aerated ? how often do you water ? Over watering will slow down growth. what size planter is it in ? Your lights, tell us about your setup to help narrow down the cause for this slow growth.

i been watering like every 2 or 3 days i been checking it with a moisture meter. maybe its just shitty lights? im was using 4 27 watt cfl day light 6700k put out 100 watts each. then i added in a 90 watt ufo led with just 2 cfls going. this is my first grow and i do think i was watering to much at first. also now when i water i use my Moisture meter to poke holes through out the soil so i can get some air in there. i noticed after i watered my plants would droop and the soil was soo compacted no air was getting to the roots. a couple other problems i ran into. first when i germed i germed for a lil to long they where in the paper towels for over a week they were completely out the seed and really long one was all curlly. 2 i put them in clear plastic cups. 3 at first i wasnt letting the water sit out for a few days to kill the chlorine. they had always seemed to be stressed now they finally seemed to get going but they seem to have forzen up a few times

So as of right now this is how things are. i use Foxfarm ocean forest. i let a 2.5 gallon jug of water sit out with a Ph meter in side so i know my ph. the temp in my tent is about 79-81 i try to keep it as low and out of the 80's as possible. since the transplant form the clear cups they are in 3 liter buckets. i started using fox farms grow big a couple weeks ago that seem to help the grow much more. i am running a 14 inch fan inside the tent i also have a small fan blowing in air into the tent and i have a carbon can connected to a 4inch inline fan out. Oh ya and at first i never ran anything but the fan to blow around in the tent. thats when i switched it up to how i have it now.

humidity is very low in my tent i do have a bowl of water just sitting in there and its not helping its still at 25%. also at one point i had a humidifer in the tent which helped but i took out cause i just didnt feel right using it. SO ya i have made alot of changes im tryiing to leanr and find the best solutions. as of right now im debating on getting rid of the LED and getting ome monster size Cfls the 300 watt ones or whatever that only use like 68 watts. def could use some opinions cause its either that or get an led panel for some more light. any suggestions?
