600w Apollohorticulture seems dim

Hey, I recently bought a 600w Apollohorticulture mh/hps light I just finished my veg cycle so I switched bulbs to the hps and it doesn't seem as bright as it should be, it's really orange but not as bright as I thought it would be, my last grow I had a friends 400hps and that seemed much brighter from memory, I don't have it anymore to compare tho, any thoughts? Should I maybe get a light tester and see what it's putting out?

I also should add, when I was in veg mode with the mh it seemed pretty bright, I have a 4 inch fan sucking through a carbon filter then the cool hood then pushed outside any my grow tent sits at between 22 degrees Celsius to 26, iv read a lot of post saying that a 4 inch fan won't keep a room with a 600 cool enough so maybe my mh wasn't putting out what it should?
I have a 4x4x7 tent in a basment

A decent light tester will run you a bit of money. The cheap ones are harder to get a good read... Many years ago when I started using HID lighting I thought I could notice a much brighter light coming from a new "expensive ass bulb." My mind just wanted it to be better so I wrote an old grower friend and was told - "Dude, you're head tripping." The orange from hps does look dimmer than mh for sure.

Yeah I know the hps will have a dimmer look the mh
It just seems when I ran a 400 hps it looked a lot brighter then the 600 hps I'm running now, but the 600hps seems like it has more of an orange glow to it
Again I could just be paranoid that my light isn't working right and it could be fine haha

Quick update the hps bulb stopped working after about 4 days tried the mh and it's still working but seems dim too, contacted apollos CS and they sent me out another ballast
So just waiting on that. Hopefully it works better and my hps is nice and bright :)
