70w hps bulbs

hello can anyone give me some advice on lights please.
my new grow space is 7ft (h) x 3ft (w) x 2ft (d) wich will be split in two one for veg other for flower.
it will have a 6inch intake fan and 8inch outake fan i will be moving 9 plants in it ak48 and ppp.
the lights i will be using is 70w hps bulbs because ive got a 14 street lights let over from a building site i was working on.

so my question is how many bulbs do you think i should use for the veg and how many for the flower. i also have some 55wcfl daylight bulbs do you think i should use these for the veg or just for extra lights.
i will 9 on each section 18 total.

HA! That'd be funny if you actually jacked them. Some darkass neighborhood out there. The kids never come in cause the street lights don't come on. What luck you ended up with 14 of them. Goodluck to ya!
