A confusing pest situation

I have know a decent amount about pest control simply from reading around these forums but I have came to a confusing part of my own pest problem.

Early on in my plants life I had a certain spider mite problem. It has been a constant battle and now all that is left is an infestation of small bugs in the soil colored like the average white guy.

My have been told these are "baby"spider mites but they are ONLY in the soil, there are none whatsoever on the leaves.

Is this possible or have I been fooled into thinking I have spider mites when I really have something else?

Anyone else this problem is really worrying me!! What should I kill these guys with if they aren't mites..

I have been using azamax for mite protection.

Also.. My other plants do not have any bugs (the vegetating plants).. if I bomb my growroom with some poison before I bring the vegetating plants into it to flower do you think that would kill all the bugs?

I essentially want the most effective and permanent pest solution I am willing to use poison once to rid my growroom of these guys forever.
