I DIDNT do this last weekend on my 2 days off and had to buy a new starter from it freezing. Id get over it, the guy likes his truck and is trying to keep it in good running condition.

actually the sugar wont hurt the car. Done it many a time ........get a box of Moth Balls and dump in gas tank......that is pure methyane and willl burn pistons to the ground running so hot

If all else fails, you can get your neighbor's attention-and maybe some money-by suing in small claims court. You can sue your neighbor for nuisance if your neighbor's noise unreasonably interferes with your enjoyment of your property. In the lawsuit, you ask for money to compensate you for the interference with your right to peacefully enjoy your home.

Small claims court is easy and inexpensive, and you don't need a lawyer. You will need to show the following:
  • There is excessive and disturbing noise.
  • Your enjoyment of your property is diminished.
  • You have asked the person to stop the noise (a letter should be enough to prove this, send it Return Written Receipt).
To prove your case, you can use police reports, witnesses, recordings, your own testimony and the testimony of neighbors or other witnesses. The amount you'll want to ask for will depend on how much the noise bothered you. Did you lose sleep? Were you unable to carry on your usual activities, such as reading, playing music or talking to friends? Decide on a reasonable dollar amount per day, and multiply that figure by the number of days you've been seriously bothered. The amount of money you can ask for in small claims court is limited, between $2,000 and $5,000 in most states.

I can appreciate that, but it's all about consideration here. He could start it and immediately move it to the side street which is like 100ft away and it wouldn't bother as many people, but he won't.

well hell why not just kill the couple in there sleep and burn the house down
 
He wakes up at 4 am, so he probably goes to bed really really early. just go out and listen to the radio real loud in your car in front of his house for about an hour every night around 12 AM. Invite the other neighbors too.

For instance, most cities prohibit honking car horns unless there is danger. This means that the daily early morning tooting across the street for the carpool is a violation. Dogs and motorcycles may also be singled out.
Many towns also prohibit sustained noise that exceeds a certain decibel level. The decibel limits are set according to the time of day and the neighborhood zoning. When a neighbor complains, police place decibel level monitoring equipment on an estimated property line and take a reading
