About how many seedlings can I cover per 23 watt CFL?!

I have my seedlings in solo cups, 18 in total and was wondering how many 23 watt CFL's (veg bulbs) should I use????

If you want the fastest seedling growth possible, maybe just 2 under one 23 watt cfl.

I dont know but i got 4 s7 watt cfls over 5 seedlings growth is prettygood as they get older i know i will add more or just add my 150 hps with the 100+WATTS OF CFL THAT WOULD BE GOOD FOR MY VEG.
