Air cooled de 1000

Wanting to upgrade to a 1000 watt de air cooled does it lose wattage if light drops below temp ? And what are some of the best deals out there ? Ebay has a 1000 wat horticulture air cooled for 219 is this something to,look at ?

Does that price include the ballast? If it does I would be wary as that is ridiculously cheap and you get what you pay for.
