All set up Is this gonna work?

I think i may be tryIn to do too much in my closet
It's 5x5x9 exhausted to the attic with a Stanley blower hooked up to it and blowing thought a 600 watt mh will switch bulbs for flowering also with a oscillating fan in the corner(the tall skinny ones)
The only thing is I'm trying to use ALL this space with a cool tube600 and maybe some Cfls if need be
Right now there is 15 seven gallon grow bags and 15 three gallon grow bags
The seven gallons are against the walls forming a square around the 3 gallons
I got the advise that this light will be enough for this area but that I would need to be rotating plants often and with this setup I can only really get to the first 3 rows and not the back two
Sooo will I get airy buds if I don't rotate them at all
I also plan on training the outside plants toward the light and using topping/lst on all plants and have been seriously thinking of throwing a screen under the air cooled 600
I transplanted out of party cups to three gallons
And out of one gallons to the 7 gallons
They are all 2-4 weeks old and I plan to veg at least 4 more weeks

Forgot to mention the very back wall are 7 gallons but they have been in veg over a month already but are all tied down they r: la confidential Dutch dragon and 2 c99s
