You need to give more info with your post~
What kind of dirt/nutrients are very important
in diagnosing a problem. I thinking you're
using the wrong dirt or nutes~

Check your pH fist of all. Once you have elimenated that i would switch to water for a week then start with with a weak flowering nute with higher potassium and lower nitrogen as as lee6 stated and i asume you are on a 12/12 light plan unless you have auto flowers that is .

it looks like you have a ton wrong with your plant. When a plant is suffering like yours is it will either not bud or bud very slowly. More info would be nice like soil used, if you are using the correct light cycle, ph, nutes, temperature, what kind of light are you using. Trying to diagnose problems with limited info is very hard.

ok my light cycle is on 12/12..ph is around 6.8-7.0...havent gave it any nutes i have no idea what kind of soil its in i got it from my local club as a teen and ill ive done sense i got it is water it when its dry ..its under a 100 watt fluoresent light, temps are around 70-80

its in rough shape which will slow down flowering alot. do you mean 100 equivelent watt 26 actual watt flouro? cuz thats what it looks like to me. is that light hanging vertically over the plant? if so you are wasting the majority of the small amount of light put out. Try feeding them if you havent yet, see if that helps.

looks like the top got some heat stress possibly. Put your hand over the top of the plant, how does the temp feel? Every problem stunts the process some so take your time and get your girl looking good again. Also check for any bugs effecting her.

you should figure out another way to set it up, that light is not really suffecient for flowering, you should have at least 4-6 of them, so it hanging vertical and wasting the majority of the light it puts out makes a bad situation worse. I would try some fox farm grow big and a light dose of fox farm tiger bloom. you could try lowering your ph a bit as well. around 6.4-6.5

all those ripples and bubbles are from under watering. nute burn can also help those ripples appear, and by the way if you have them your plant is scrapping the edge between danger and death. and that bright green on the top tells me that your plant has been given a heaping amount of nutes. flush with 1/4 strength nutes(1/4 instead of just plain water so it wont starve from being flushed). make sure you get a lot of run off.

He said he isn't giving it any nutes.

That thing looks viral to me though i've never seen anything exactly like that.

I see mosaic looking stuff going on there. Irregular growth patterns on the edges of the leaves. Looks viral to me... you smoke cigarettes by chance?
