Ammonia in my DWC Reservoir?!

Lucifer brought it to my attention that Aquarium Chlor Out neutralizes Chlorine and Chloramine in tap water by turning it into Ammonia.

This certainly accounts for the res. cloudiness and my pH spiking 1 point every 12 hours (I don't know why it won't eventually even out though) My question is WOULD THIS BE THE CAUSE OF MY SEEDLINGS DYING? Ammonia in the water? thanks in advance!

no, you have microbial life lin there, make sure u got an air stone going and toss is 1tsp of hydrogen peroxide~

I have a 30-60 gph tetra airpump dual outlet running a 12in air bar and 1 4-inch air stone, and a smaller 15 gph pump running another 4-inch air stone, currently all of that is under 1 or 2 net pots (of 6 in the system). I will get some h202 to add. Will this be the cause of my Yellowing/browning seedling leaves (eventually leading to desication and death)? I know hard to tell for sure but a lot of time has gone into this and it seems wasted right now :)
