Not a hoax in any way, pepole just never bothered to actually read what the headline was about and just assumed that it was illegal in Holland. There is a border town that has decided to refuse sale to foreigners, as it was literally a town where the french and germans jumped the border, picked up a few pounds and then went straight back across the border to sell it in their home country.
