Animal Troubles

Hey I'm growin outdoors in Oregon, and I started out seeds about 1.5 weeks ago. When the seedlings got to be about 2-3 inches tall, an animal came and bit of the stems until there was about 3/4 - 1 inch of the stem left. If i keep the plants in the soil, will they recover from what has happened, and continue to grow, or are they dead?

Am I right in saying that there is no greenery left on those plants at all?
If there is none - they're dead.

good video alot of work if u got numbers out just make ur cag 1foot to 2feet tall and if u can find it in copper it will help repel some insects and no top on them especially if you plan on not coming back for awhile they grow at rapid rates and once there big enough remove the cage
