I've grown it before a few years back, it had all kinds of crazy pheno's I found one that I liked and used it for some crosses. But considering how many pheno's there were I would be worried about all of them being "hemp" if you know what I mean, especially at harvest time. If I was going to do a really big outdoor "hemp" grow, I'd grow some indoors, take clones, keep some mothers and get the buds from the mothers tested. Then I'd toss out any of the mothers that went "hot" and start making clones from the ones that didn't. That way you could be sure that if the authorities ever test them you are not going to get busted with a field full of pot when you thought it was just hemp.
It's possible that they have worked with this plant more and gotten it perfected to where the seeds are reliably "hemp", it's been a while since I grew them.
