lumins, is a much better gauge of the quality of light produced by a bulb. Typically with in any category increasing watts does increase lumins also. and by category i mean cfl, mh, hps, led, mercury vapor, halogen, ect.
and in the end leds prove that you can get by with a lot less watts and lumins if you consolidate the wave lengths.
tips:
cfls work well enough for veg, especially if your not on a fast time line and are waiting on room in your flower room anyways.
t5s work better for veg than cfls
and MH or good leds are the best for veg.
to me it feels like a waste of time and effort to flower under anything other than HPS, i know LEDs work great for a lot of people but i don't have 4 or 5k to blow atm.
and if your strapped for cash and cant afford a 150$ 600 watt hps/mh then your still in luck!
the sun makes a great light source for anyone short on cash. it obviously also has its pros and cons but your results will still be alot better then shining your headlights on your plants.
also about the lights you posted, do you have an 80 watt DC power supply? i would imagine by the time you rigs up a contraption to make those bulbs work you will have invested as much as a hps costs. just some food for thought =)
