Could Hydrocloride be a substitute for Hydrogen Peroxide?

The reason i ask, is because i've been spraying it on my back yard (concrete yard) every month for years, at 20% strength. It gets rid of any algae and green slime build-up. But it wont kill moss or any of my plant. It's a form of bleach like Hydrogen Peroxide.

I don't think it would give added oxygen to roots. But i am using DWC with plenty of oxygen going to the root via air pumps. All i want is pathogen control.

I will be transfering seedlings over to my DWC pods in a couple of weeks. The DWC system will have an average of 200 litres. At the minute i supply 3ml/L of 17% H202. Now that means to supply a 200L system is 600ml. That's 1 litre of H202 a week.

This is the only H202 i can get my hands on... Growth Tech Liquid Oxygen (H202) 5 Ltr Hydroponics on eBay, also Hydroponics, Plants Seeds Bulbs, Garden Plants, Home Garden (end time 23-Sep-08 00:16:32 BST) it's 17% Hydrogen Peroxide and cost £25, but i have to pay £15 shipping because i'm from overseas from the mainland UK. Thats £40 for 5 Litres. The dam stuff cost as much as my nutrients and i'll have to use three of these for a grow. I only pay £12 for 5 litres of Hydrocloride.

I've Googled it and can't find the answers to my question.

EDIT: i went out to have a look to see the label, sorry it's Sodium Hypochlorite. So, i know that TOO much sodium is bad for plants. It got me baffled though.
