We used to have a program called the mmar...it allowed people to grow their own or have someone grow for them a dg ( designated grower)....the current government is so anti mj that they repealed the MMAR and created the mmpr, trying to force patients to buy from big corps....but the patients hired a Cracker Jack lawyer and got an injunction thereby preserving the majority of gardens until a final decision on the constitutionality of the new program. It is dates imposed by the courts that have allowed some to continue growing and others to be "left out"... That's tha basic jist of the situation here....and we wait for judgement ...
Sounds horrible. Our federal gov in the states has a patent for medicine derived from cannabis but the federal gov also says it has no medicinal value creating a false schedule 1 narcotic. Because its a schedule 1 you cant do research and development nor is is legal to grow under federal law. So we have a conflict between the voters and the feds. The big corporations want to control the industry and do the same as in your country. They don't actually want to control it they dont want it at all because it conflicts with the one percents best interests.
