i would say for right now, put the 2700s back in the box, put the 6500s into use.
make a diy makeshift mylar reflector above your bulbs to get more light onto the plants. (not too close to the bulbs, you just want to get as much light on them as possible.)
a small humidity dome over the seedlings
those are 23 watts ya?
100watts is good for now but if you have the chance some additional 42wats for flowering would be a good idea. (about 200 watts for flowering with a bulb ratio of 4 2700s - 1 6500)
i would say lst/scrog them once they start growing so you can have a nice, even canopy for maximum light distribution
and good luck

agree with the above, and to add to it, be careful not to over water them small seedlings in them big pot/buckets, I hope you made/have some good drain holes in the bottom of em ? I normally like to start em in small Cup`s and then move em in to the larger containers a few weeks later, but not to worry, just let the soil dry out and let em search for water in between watering, atleast you have a good amount of perlite in the mix

best of luck
