Might be because you're using blue spectrum low intensity CFL to flower with, but I'm not an expert.

took the words right outa my mouth doniboy.
wrong spectrum, when flowering only with CFL, they should ALL be 2700k.. not a mix of both
note that CFLS have poor intensity, they are too far away from your bud sites, resulting in poor penetration
no reflector on your lights, half your light is going the opposite way of your plant
you should spread that light out better, the ONLY advantage to using low watt cfls is the ability to evenly distribute the light
not sure how much $$ you spent on your light setup, (looks like at least 6 bulbs?) but you would have been way better off with a 250w HPS or even one to two big CFLs with reflectors.

I have a total of 15 bulbs in their one 65 watt and the rest twenty three watt three on the top and 3 on each side of the plant and I did do mixed spectrum because I have read that autos benefit from it and it will also reduce the stretch during flowering I started a thread with that question and some people said it would be fine to run the blue spectrum the whole time but I guess I will just put all 2700k in their and see if it helps

I think it's more of the fact that you're using CFL instead HIDs. You're just not going to get the same results.

Thanks for all the help everyone and yeah I had to go the cfl route because HIDs are just to hot and cfls are a lot cheaper but still the grows I'm comparing mine to are cfl grows I wouldn't expect to get the same results as they HID growers hopefully I have a decent turnout just put Mylar over the walls and switched to all 2700k we will see what happens
