Ive read about detroit after your post....
the population is mostly afroamerican in detroit they say.
now on a map I saw that the white population lives in a bit isolated fashion to the afroamericans. Thats not a good deal for me because I am not a racist I am a international guy who loves all humans not only white. The question for me would be can I easily interact with all kinds of people there without major problems. If I would live in a mostly afroamerican city I would like to have friends of all kinds of colours if you understand what I mean I wouldnt like to be with white people only

2. Oregon
3. Spain
4. Switzerland

Since you don't seem to want to get a green card, Spain, and Switzerland, are two of your best bets. Just remember, the genetics available in California, and Colorado, will crush anything available in Europe.

man its not that I dont want to get a greencard its just not easy to get one here....you have to do a whole lot of things and educations about american history and such to get only the right to get one and after all you went trough its still not sure ya get one at all.

Switzerland was good but isnt anymore. Was a grey area not more not less.
friend of mine ran his seedbuisness there it was okay for some years but later they raided his house put him under charge destroyed all of his plants and he was in trouble big time.
I have not heard of such troubles in spain. But I am not able to find out about the exact law situation in spain. In catalonia they seem to care shits about mj. They just dont care. But how is other parts of spain? Dunno. Enlight me if you can please. Mr nice is on the island of mallorca (spain) and there it seems to be like in catalonia. But when I go there I need to know the lawside not only that they just dont care but what my rights realy are and if there are limitations I should know about. Maybe some spanish people here on riu could tell me.....
