Can't you just lower your lights to stop stretching?

I do keep my light as close as possable as most of us do, means most lumins out of your bulb according to this chart:

But there are many strains that are just to tall for alot of peoples flowering area`s. Also, they are used for vertical growing systems.
My bulb resides 7' from the ground, tops can get to 6' and the are in 1' 5gal pales so the plants can only really be 5' max.
Im investigating the products out there such as Phospherload, Bushmaster or Dr.Nodes(aka Dr.No) because they advertise:
