It was a scene as creepy as a Hannibal Lecter movie.

One man was shot to death by Miami police, and another man is fighting for his life after he was attacked, and his face allegedly half eaten, by a naked man on the MacArthur Causeway off ramp Saturday, police said.

The horror began about 2 p.m. when a series of gunshots were heard on the ramp, which is along NE 13th Street, just south of The Miami Herald building.

According to police sources, a road ranger saw a naked man chewing on another man’s face and shouted on his loud speaker for him to back away.Meanwhile, a woman also saw the incident and flagged down a police officer who was in the area.

The officer, who has not been identified, approached and, seeing what was happening, also ordered the naked man to back away. When he continued the assault, the officer shot him, police sources said. The attacker failed to stop after being shot, forcing the officer to continue firing. Witnesses said they heard at least a half dozen shots.

Miami police were on the scene, which was just south of The Miami Herald building on Biscayne Boulevard. The naked man who was killed lay face down on the pedestrian walkway just below the newspaper’s two-story parking garage. Police have requested The Herald’s video surveillance tapes.

The other man was transported to the hospital with critical injuries, according to police. Their identities were not released.
The incident, which came as crowds descended upon South Beach for the annual Urban Beach Week hip-hop festival, snarled traffic on the causeway for several hours.

In a text message, Javier Ortiz, spokesman for Miami police’s Fraternal Order of Police, said the officer who fired the fatal shots was “a hero.”

“Based on the information provided, our Miami police officer is a hero and saved a life,’’ he said.
Sergeant Altarr Williams, supervisor of Miami police’s Homicide Unit, said a man doesn’t have to be armed to be dangerous.
“There are other ways to injure people,’’ Williams said. “Some people know martial arts, others are very strong and can kill you with their hands.’’

Investigators believe the victim may have been homeless and laying down when the crazed man pounced.
Police theorize the attacker might have been suffering from "cocaine psychosis," a drug-induced craze that bakes the body internally and often leads the affected to strip naked to try and cool off.

Miami Herald writers Alexandra Leon and Curtis Morgan contributed to this report.

i felt sick when i first read that. if the details are correct, i'd have to agree it was a good shooting. what i don't understand, however, is why the cop didn't have a tazer. why was his only go-to projectile type weapon one of deadly force? especially in such a drug city. i'm sure they have cracked out shit happen all the time. there's no need to shoot everyone. but if that's all he had at the time, he did what he had to do. imagine being so fucked up you get shot and keep gnawing on someone's face...that's pretty fucked up.

One of the people whom attends my church is a deputy sheriff and he said that the tazer doesn't work so well on people hyped up on hard drugs and some people who are psychotic.

Don't know if that is real or not, but that's what he said.

I've been really high in my time but nothing that made me evil.

Edit: We seem to be having a problem with K2 w/violence/murder in the D and it pisses me off that they keep calling it Synthetic Marijuana.

(Newser) – Thirty North Korean officials who took part in talks with South Korea were either executed or died in "staged traffic accidents" for failing to improve relations, according to Amnesty International. The human rights group's annual report found that another 200 were arrested in January as the regime transferred power from Kim Jong-il to his son, Kim Jong-un. Pyongyang typically rounds up officials who fail to satisfy the regime, even when they're only carrying out orders, the Telegraph reports.

The regime also seems to be prepping a nuclear test blast. A South Korean spokesman says all preparations are complete for a long-awaited test, and satellite photos of the Punggye-ri site show that Pyongyang has filled up a tunnel there—meaning the nuke is ready to go. It may even launch on Memorial Day: "Holidays or sad commemorations like Memorial Day weekend is when the leadership tries to provoke the democratic allies into action," said Rep. Ileana Ros-Lehtinen.

Wanted to add this about the face eating man. I think the last sentence is why he was shot and not tazed.

(Newser) – The man attacked Saturday in Florida by a naked man who tried to chew off his face is fighting for his life in a Miami hospital, reports the Miami Herald, which reveals that the attacker also reportedly tried to gouge out the victim's eyes. But beyond that, there are few new details: Police still are not identifying either man, releasing specifics about the gruesome attack (though cocaine psychosis remains their leading theory), or revealing why both men were naked. But the shocking story has grabbed national headlines—and led to more than one mention of zombies. With quotes like this, it's easy to see why: "The guy just stood, his head up like that, with pieces of flesh in his mouth," says one witness. "And he growled."

When Brooklyn-based designer and developer Larry Fox took a job as a pizza delivery man to make ends meet, he was horrified at the number of bad tippers he encountered. So last year, the 20-year-old created the Tumblr blog "15%" so colleagues in the food industry could post horrible tips and call out customers publicly, and it was soon flooded with submissions.

Luckily there are some tippers out there so generous that we momentarily forget about out all the bad ones. One Houston waiter learned that firsthand this Memorial Day weekend when he received a $5,000 tip on a $26 bill -- that's a 19,000 percent tip.

The generous gratuity was left Saturday by a couple dining at D’Amico’s Italian Market Café in Houston, according to the blog 29-95. The couple were regulars at the restaurant and were often served by Greg Rubar, a waiter there for the past 16 years.

When the couple learned the Rubar's car had been ruined recently by thunderstorms, they were understandably concerned. According to the Houston Examiner, Rubar, who is married with a small child, had struggled with transportation ever since his car was destroyed and had been lately borrowing vehicles from coworkers and taking taxis.

To relieve Rubar of his transportation burdens, the couple left a $5,000 tip on their next bill -- which totaled just $26.95 -- and told Rubar to "go buy himself a car."

"The couple, who do not want to be identified, thought anyone who has worked as hard and as proficiently as Rubar has for so long, shouldn’t be punished for something so out of his control," D'Amico's Italian Market Café said in a press release. "They had gone to the restaurant that night to present him with the money."

HoustonPress reported that Rubar burst into tears upon receiving the money. He is now shopping around for a new ride.

Someone cooked up some bad stuff and they are selling it anyway. That's what is sounds like to me and they should be charge with something if they are ever found.

People just leave that stuff alone. You don't know what is in it and you consume it anyway? Just stay with the green leafy stuff.

(Newser) – Bei Bei Shuai, a Chinese immigrant living in Indiana, was distraught when her married lover and the father of her unborn child left her in December 2010. She took rat poison, leaving a suicide note telling him she was "taking this baby with me." Instead, friends took her to the hospital, where doctors saved her life—but could not do the same for her baby, Angel, who was delivered prematurely and died days later in Shuai's arms.

Now Shuai faces 45 years to life in prison, after Indiana decided to prosecute her for murdering her fetus. It's the first time Indiana is using its feticide law—which was intended to protect pregnant women from violent third parties—to prosecute a pregnant woman herself.

Shuai spent 435 days in prison and is now out on bail and wearing an ankle bracelet in advance of her December trial; she gave her first interview to the Guardian after her recent release. "I have a strong desire to stay in America," she says. "I knew America as the best country in the world, with the best education system. People get more freedom." Her lawyer insists Shuai was mentally ill at the time she attempted to take her life, and calls the case "absolutely frightening" as a slippery slope: What about mothers who smoke or drink during pregnancy, or those who pass on HIV to their children? But the prosecutor insists Shuai's note is proof that she was not "trying to take her own life," but rather that she was specifically "trying to take the life of her fetus," he says. (Newser) – With France's new socialist president François Hollande moving in, it looks like sky-high CEO salaries are moving out, reports the Wall Street Journal. Hollande has promised to cap executive pay at the 52 companies owned or partially owned by the state, limiting them to a maximum of 20 times the lowest employee's salary. That could cause the CEO salary at Electricité de France to plunge from $1.98 million last year to an estimated $634,000 this year, and top pay at nuclear energy giant Areva to drop from $845,000 to $418,000.

Even Hollande himself is taking a hit, cutting his own pay 30% to $18,674 per month. And some business groups approve of Hollande's plan. "Social cohesion is at stake," says the head of Medef, France's leading business lobby. But she also noted that the cuts probably won't fly in the private sector. "We know very well that the US won't follow, and neither will the UK or Germany." From 2000 to 2010, CEO pay at state-owned firms increased an average of 15% a year, versus as little as 2% for regular employees.
