Black spots, 18 day old plant

One of the plants I have is showing black spots on the lower leaves. It starts out as a copper color, then copper, and finally black, spreading pretty quick. Other then these leaves, the new growth and the rest of the leaves look pretty healthy. Should I trim these leaves off asap?

I was thinking it might be a phosphorus deficiency. It just seems early to be showing a deficiency problem, unless I have a pH problem. All the plant's leaves I have are curling under, looked a bit like symptoms of overwatering. I haven't watered for about 4 days now and some of them seem to be flattening out.

The seeds are freebies that I got with my order. They were started in Jiffy plugs which I wish I didn't use now, and that may be leading to any pH problem I may be having. They are in 3 gallon grow bags with Fox Farm Ocean Forest and perlite. The temps are between 65 and 82F. Humidity is between 35 and 62%. I was using filtered water for the first 15 days or so and have switched to distilled. I haven't been able to test the pH yet, that's really the most important thing I need to do right now. The seedlings were started under CFL's and moved 20" under the HPS a few days ago because I transplanted them into the 3 gallon grow bags. I now have my MH and have changed the bulb.

Also I have noticed that most of the stems have a clearish covering that has pulled off of them. Almost like a plastic casing. This may or may not be related, but I thought I would include it anyways.

The first pic was taken on the Feb 28th and the next one taken the day after when they were transplanted and moved under the HPS. The plants that are still curled haven't been watered since the 1st. The soil seems pretty dry. Does is usually take this long for the leaves to bounce back? Or are they going to be stuck this way?
