So I got a better deal then. Back on May 25, I was nabbed for allegedly doing 100 in a 60 through Myrtle Station. The cop - who acted more like a drill Sgt. - dropped it to 20 over and Durham Region dinged me $280 total.

Yeah, it's the old versatile 555 timer with an emitter follower to boost the current to the IR LED. The potentiometer is used to vary the frequency of the IR pulse - around 15Hz ought to work to change the light from several hundred yards away.
Just don't use the circuit where there are cameras - the IR pulse will clearly show up on the traffic camera.
