good chance he would have blown himself up making the bomb, saving many people the grief they have endured.

maybe not in this case, but a lot of cases would end in this type of perfect social darwinism.

Funny thing is, WE DO HAVE A SYSTEM LIKE THAT. Unfortunately the USA has its fill of Mexicans and doesn't want any more so the rest have to ILLEGALLY come here.

I am sure a "Sensible" approach for you would to just open the borders to anyone and everyone.
