Bud rot?

This look like bud rot to you guys? The top cola is drooping a bit. I also saw some webs around it. could it be from a pest?

Bud rot looks web like between the buds, I think you are correct. I don't work with outdoor plants but it could be from cold/rain.

Edit: Could just be dead leaves that need pulled also lol
 
Looks like rot to me. I just had a plant like it and every where I saw wilting leaves i would look on the inside of the bud where it rests against the stalk and would find the mould. When I harvested I looked at every bud and discarded anything that had mould and anything close to it.
