How do I know when my plant is mature enough to kick into bud mode so that I can get the best bud ?

you can let them veg until you see preflowers. or if you vegged for like 2 months and still see nothing you can put the plants into the flowering light cycle and force flowering. then after about a week, week and a 1/2 you will be able to tell if you have a male or female. unless you have clones.

all female clones , lost of new branchs growth all over the plant

and how does the plant start to preflower and what does it look like? I have my plants on 24/0 if that helps

with clones it depends on how big you want to grow them . if you want em short bud when they are small if you want em big veg em to 12-15 in.

Just so you know, flowering is done whenever you want to do it! You could veg for 1 wk or not at all, but you will get smaller buds. The best time to do it depends on what u are trying to achieve. Its all about what is the best for u. You may want to make some more clones so u can repeat the process. Like I say we can only reccommend but wha t matters is what u want the plant to do for u.
