Buds at bottom of plant?

Is there a way to get the buds that grow at the bottom of the plant to grow bigger?

whatever touches the light grows bigger, cut the tops off and let them expose 2 more weeks.

So harvest the top part of the plant and let the bottom go two more weeks before harvest? Have you had luck with this? Do you leave the lights off before harvesting the tops?
