Buds not flowering

Hi guys! This is my first plant. Does this look correct? The thistles just started turning an amber color, but the buds are not flowering. It has been this way for weeks.

Good lord! I have no idea what's going on here but I am definitely interested in hearing what others have to say. That looks straight alien-like lol.

Need pics of whole plant.. sry.. but it looks lika runt to me.. :/ which means those popcorn buds are the only thing youll really get..

For people to help you need to give as many details as possible. Start with what you’re growing (Strain) and what you’re growing in (medium). Then what light and what have you fed it.
