Bugs on soil

I just planted a new crop a couple of days ago, they have yet popped up out of the ground, but I noticed today that there are little bugs crawling around on the top of the soil. This is my 3rd grow, and I'm using mirclegrow Organic. I know people tend not to like Mirclegrow products, but so far I've had nothing but success.
Does any one know if these are bad or possibly good bugs? I have a day or 2 till the plants poke out of the dirt, and would like to get this problem solved ASAP.

I uploaded a video of it

Quality isn't that great, but it's the best I can do.

Can you identify the bugs? Like is it Drosophila melanogaster (also known as little flies)? I have had this issue on mine. The flies fly around the plant and on it but also goes into the ground!

this is the 3rd post i have read in 5 mins with this guy talking rubbish
That guy is not talking rubbish it's the truth, outside you have little control over bugs.....unless you pre plan
you could do a little more reading.add some crab meal, and neem meal into your soil it will deture most bugs away from your plants.

or if you are really concerned get a 4 gallon pump sprayer and use neem oil,or garlic juice,or hot pepper(cut up,boiled, strained) juice.
You can spraw them quite often in veg state, but don't do it in flower

Since youre using miracle grow I can only assume they are gnats, just google gnat eggs and be amazed by how many are in your soil.
You thought those were the "moisture control thingies" but those are gnat eggs.
Welcome to my first grow...
